Abstract

Informal is personally agreed. Formal is publicly agreed. Government i.e., public assignment is considered basing on formal procedures. In private assignment state intervention has no room. Here the employer can engage any person having quality. Here nepotism is hated. Also it is not for charity. Profit is its only single agenda.  As such private enterprise considers quality. Public enterprise considers qualification. Public enterprise considers colour of the cat. Private enterprise considers the capacity of the cat whether it can catch the rat or not.
