Abstract
Guideline is a rule. It is followed for transparency so that nobody can raise question. If there would be no guide line different people would follow different avenues causing ultimate problems. In absence of guideline nepotism, corruption, haphazard, hotchpotch, unethical deeds, unlawful works, etc. prevail.
