THE IMPACT OF MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE ACT (MGNREGA) AND ITS ROLE IN RURAL DEVELOPMENT

Abstract

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) entered into force on 2 February 2006. It was the first act of its kind in the country that a right to work gives some 2/3 of the population an economic safety net. The size in which it was given is mere mindboggling, affecting about 1/10th of the total population of the world. It was second in a series of right-based programs carried out by the Indian Government during the last decade. The MGNREGA Act has creditable goals of, on the one side, providing work-guarantees for poor rural households and, on the other, creating better infrastructure, strengthening rural resource base, ensuring social inclusion, and, on the other, strengthening institutions of Panchayati Raj. Plan, priorities and other improvements therein. The aim is to examine the consistency and efficacy of this strategy. A program review has been carried out using secondary data collection to date and the anticipated and unexpected effects and impacts are discussed. The system is not a magic ray, nor has it interacted with other forces.
